This facility optimizes delivery of patient-centered care in a world-class evidence-based design setting.
Description
RLF designed a three-story replacement outpatient clinic offering primary, ancillary, and specialty care services to over 14,000 beneficiaries, including the Naval Academy's Brigade of Midshipmen. The clinic combines the key elements of safety, efficiency, and flexibility to improve medical outcomes and reflect a world-class environment focused on patient care.
Located off-site from the historic academy campus, the design incorporates local materials and rich architectural details to create a distinctive identity and unique sense of place. It reflects Annapolis' nautical culture through robust yet elegant features, such as a sculptural wood "sail" that divides waiting areas and a main entry "quarter deck" created for formal ceremonies. Nautical themes are further reinforced by a curved entry stair and a sculptural elevator core. Clerestory windows filter natural light into the building's center, creating a calming atmosphere that enhances the well-being of patients and staff. The solution seamlessly integrates contextual elements with the building's functional needs, transforming traditional forms and materials into a fresh, vibrant healing environment.
The design team collaborated closely with the client to address the challenges of the replacement site's rolling hills, which included a 20-foot vertical deviation. They leveraged the site's natural topography to their advantage, creating an efficient layout that separates vehicular circulation and parking from pedestrian and patient pathways. This approach ensures safe travel while incorporating natural views, recreational spaces, and strategic building placement to support optimal healthcare services.
At the 35% design completion stage, the Government introduced a new Patient-Centered Medical Home Port model, which RLF helped implement using practical, real-world user applications. With the building envelope already established, medical planners meticulously reviewed each departmental layout to identify opportunities for greater efficiency while preserving optimal functional flexibility.

The design features a solar thermal domestic hot water system that supplies 50% of the facility needs. The project achieved LEED Silver certification.
